What changed in AS 13031:2023
The previous standard (AS 4772) placed responsibility for safe coupling primarily on the operator. AS 13031:2023 shifts a meaningful share of that responsibility onto the coupler itself. The headline changes:
- Dual locking is no longer optional. A compliant hitch must hold the attachment with two independent mechanisms. Single-pin couplers are out.
- Visual and audible engagement signals are required. The operator must have a positive indication that lock-up is complete.
- Hydraulic line continuity rules are formalised. If the coupler also connects auxiliary hydraulics, those connections must hold under loss of pilot pressure.
The standard also clarifies testing, marking and traceability requirements that manufacturers must meet. Anything legitimately compliant will carry an AS 13031 marking on the coupler body.
What the standard covers
AS 13031:2023 applies to hydraulic quick-coupling systems used on hydraulic excavators across the size range typically used in Australian construction, civil and mining work. It covers the coupler hardware, the control system that operates it from the cabin, and the hydraulic line connections where the coupler is also a fluid carrier.
It does not cover:
- Mechanical (pin-on) couplers without hydraulic actuation
- Tilting and rotating attachments themselves (covered by other standards)
- Carrier hydraulic systems upstream of the coupler interface
Dual locking and the failure modes it prevents
The most consequential change is the dual-locking requirement. In a single-locking design, the loss of hydraulic pilot pressure (a burst hose, an unintentional valve actuation, a hydraulic leak) can release the attachment. Australian incident records include drop-on- operator and drop-on-bystander events caused exactly this way.
Dual locking requires that the release of one locking mechanism alone cannot detach the attachment. In OilQuick's design, this is achieved with a primary hydraulic lock plus a mechanical secondary that requires positive operator action to disengage.

Owner and operator obligations
If you own or hire excavators, the practical obligations under the current standard are:
- Verify the coupler is marked. Look for the AS 13031 marking on the coupler body. No marking is reason to question compliance.
- Maintain the dual-lock mechanism. If maintenance disables the secondary lock to clear an issue, the machine is non-compliant until both are operational.
- Train operators on the engagement signals. Visual and audible indicators only work if the operator knows what to look and listen for.
- Keep service records. Compliance requires the system to be in working order, not just installed.
For older fleet excavators retro-fitted with non-compliant couplers, the practical path forward is replacement, not modification. Patching a single-lock coupler to look like a dual-lock isn't a recognised compliance path.
Frequently asked questions
Does AS 13031:2023 apply retrospectively to my existing fleet?
Workplace health and safety regulations require that plant be safe for use, and current Australian Standards are the reference point regulators look to. Older couplers that comply with the previous standard can remain in service in many cases, but you carry the risk-assessment burden. New machines and replacement couplers should be specified to AS 13031:2023.
Do I need OilQuick specifically, or any compliant coupler?
Any coupler that legitimately meets the standard is compliant.
